EXTRAORDINARY RECEPTION CENTRES (CAS)

They are conceived in order to overcome the lack of places in ordinary reception facilities or within the services provided by local authorities, in case of frequent and massive arrivals. Todate, they represent the ordinary welcome reception mode. These structuresare selected by the prefectures, in co-operation witha ssociations and accommodation facilities, according to procedures related to public contracts, and the local authority. The stay should be limited to the strictly necessary time for allowing the transfer of the applicant to the“second level” reception facilities

Methodology

A maximum financial daily contribution per person of € 35.00 is planned and the following services are offered:

•reception (accommodation, food, clothing, personal hygiene products ...);
•€ 2.50 daily pocket money per person and a € 15 telephone card at the entrance;
•health conditions check-up and possible medical interventions to deal with in case of specific pathologies encountered through the involvement of Health Services;
•information on immigration legislation, on the recognition of international protection, on various types of residence permit, on volunteer recruitment, etc.;
•linguistic cultural mediation;
•access to schooling for minors and adults;
•courses of Citizenship and Italian language;
•support to bureaucratic practices (asylum request application, residence permit, tax code, registration to the National Health Service ...);
•accompanying and supporting the hearing in the Territorial Commission for International Protection, and also in any subsequent appeal;
•evaluation of previous work experience and/or study/training in the country of origin and balance of competencies and skills acquired at the end of the work start-up preparation;
•guidance to vocational training and job search;
•guidance and access to local services.

Since the beginning of the project in 2014 more than 180 thousand migrants have been welcomed by the EXTRAORDINARY RECEPTION CENTRES (CAS) operators/volounteers.
